Do you mean "favorite" like what's your favorite-looking skill or favorite-using skill? Either way, I think the best looking one is probably Pandora's Box, and the most useful was Bad Breath. But then again, I never spent much time getting Enemy Skills so...um...yeah...

Well, White Wind, Mighty Guard, Bad Breath, and Magic Hammer are always favorites, but as far as FF7 exclusive, I'll go with Magic Breath and ShadowFlare. Final Fantasy 7 sucks the sweat off of a dead man's balls. That's the gist!

Ummm i spent many hours mastering all three enemy skill materia in the game and the best would be shadow flare for looks and chockobockle for damage, mainly because it took off 4 when ever i used it...pretty useless really.

Trowa, I believe you're talking about Grand Cross. I guess it would technically qualify as blue magic since Necron does it, but sadly, Quina can't learn it. As far as blue magic (ff7 or otherwise), I'm gonna go with Bad Breath, Angel Snack, Big/Mighty Guard, Aqua Rake, Magic Hammer, and ????.
