Kneeling @ Consecration

It always seemed to me that the 1975 GIRM, and the appendix for English speaking countries, was quite clear on this matter. The congregation is to stand during the Eucharistic prayer, except for the consecration, during which they kneel. This is said twice in the GIRM, under no uncertain terms; and again in the appendix, with the clarification that the absence of kneelers and pews do NOT in themselves constitute sufficient reason for not kneeling.

But is it true that most of Europe stands? Even Rome? The Vatican? Is there a document I don't know about, giving the Bishop permission to allow standing? Has half the western world gone MAD? :p

I think though that the rule of receiving communion while kneeling had been "banished" by the latest "what were they thinking" group of Bishops.
