i have a dat file and its subtitle. i wanna make it vcd. but i dunno how i put the subtitle into dat file.

Do a web search for SubMuxer and if you are very lucky, it might help you, but I don't know. VCD does not support selectable subtitles like DVD does, so you will have to make the subtitles part of the video image. That means you can't turn them on or off they are "on" all the time.
