there's a free tool available on download.com or tucows.com, etc. it's called LSX Mpeg Encoder or something like that the program gave me some troubles when I started working with it.. but it finally did the job on a more powerful pc then mine.. nevertheless.. it takes an afwull lot of time to decode .avi to .mpeg- 1 or mpeg-2

There are two programs you need to use to convert *.avi to vcd.

One of them is avi2mpeg. It is availabled freely over the net and all you have to do is search for it on google or yahoo.

The other program is decompressor.exe. This too is available freely.

First of all you need to decompress the compressed audio on the avi file. All you do is load the avi onto the easy-to-use interface of the decompressor. It will create an alternate avi file with uncompressed audio.

Just load this file onto the avi2mpeg and encode. You have your mpeg file ready. Just load this in any cd-burning software to make a vcd. (Nero does a good job of it). The audio is in stereo-mode and the quality is pretty good. This can be played on most dvd-players.
