Sounds like you need to return it to the store and get a replacement. It's rare to get a lemon lens from Canon, but who knows, maybe the FEDEX man chucked it 25 feet into the truck.

My first 28-135 lens was really something special. Sharp. Contrasty. Beautiful Bokeh. Incredibly speedy and accurate focus. Unfortunately, somehow it collected water vapor internally. Going outside in the Florida summer heat and humidity, it would take it an hour to evaporate the moisture from the inside elements. My local dealer exchanged it (somewhat grudgingly) for a brand new one. This one turned out to be a real dog. It's so bad that I find I don't use it at all. I report this story to confirm that there are some lenses which should be junked -- apparently you have one of them. By all means, try to get it replaced (not repaired) by a new one.
