I want to encode a DivX file to .mpg then use the .mpg to create a VCD in Nero. Is there a difference in quality output when I change the decoder properties in DivX 5.02? (quality level, film effect, etc.)

Is the VCD viewable on your TV? I am trying to do the same thing but it doesn't read on my dvd player which is vcd compatible. (The Matrix)
