I just created VCD from VHS video tape, but I found that the qulity of VCD I created is worse than that on video tape. Is this normal? Thanks?

Short answer - yes. Long answer - VHS tape is of fairly low quality to begin with. Garbage in, garbage out. However, if you carefully encode with something like TMPGenc and maybe use some settings like noise reduction, you can greatly improve your quality. The final result will never be better than the source, but with careful encoding (which can be time consuming), you can improve the quality and get something close to what you started with.
