www.photozone.de has a list of the custom functions of all or most Canon cameras. Comes in handy when you don't have the manual near you. As I understand it CF13 has something to do with IS lenses that have a button that stops the IS. Since I don't have such a lens I have ignored CF13.

Custom Function 13 on the Elan 7 (EOS 33) refers to the Autofocus Stop button on ultra telephoto L-series Canon IS lenses. The Autofocus Stop feature can be used to prevent focus from shifting when something passes between you and the subject you're focused on. Also, when you are trying to focus on a target, you can press the Auto Focus Stop button to temporarily halt the focusing. It depends on how you have the Custom Function set up on the camera. On the EOS 3, it would be Custom Function 19 and would be used as follows: Luminous Landscape CF 19 article. http://www.luminous-landscape.com/custom_function_19.htm
