is the dvd form like a mpeg2?

I've never seen a DVD in anything but MPEG-2, but the format does support MPEG-1 video. Typically, DVD is MPEG-2 video, 48 KHz audio (VCD uses 44 KHz like audio CD), with resolutions of 720x480 NTSC or 720x576 PAL. Video bit rates can be variable and go as high as something like 9800 Kbps, but lower values are more common.
