I would like to know how can I watch on T.V. a movie (VCD) played on PC?

U should have a VGA card that has TV-out function, and that is ideally capable of providing outputs simultaneously to the VGA (for the PC monitor) and the TV-out (for your TV) with the different resolutions and framerates each requires. Of course ALL the necessary and latest drivers and programs from the card maker should be installed as per your OS for the best performance. There are a number of cards out there from MSI and Asus that feature the nVidia GeForce3 and 4 chipsets that can do all that nicely. Cards that feature any incarnation of the ATI Radeon chipset are cheaper but, as always with ATI, a bit more vexier and testier to install and use. For example, ATI has NOT outgrown, nor is it willing to change, its questionable practice of either allowing only either NTSC or PAL/SECAM analogue capture and display on a particular card model's TV-in/out. In other words, for a particular VGA card, there is an NTSC-only display version, and there is a PAL/SECAM-only display version. Not even Matrox ever did this.
