Do you think that art festival is public art? and your reasons?

Hi again, Vanessa......you asked a truly fascinating but difficult to answer question, and I had to challenge my own thougts to find an explanation for my initial "No" response.

So far, what I've come up with is that Art Festivals are a MARKETPLACE created "by the people" to provid products and enjoyment "for the people" (much like parades, concerts, exhibits, book fairs, etc.) and that as such, they are NOT Public Art.

Even the Zurich-NYC-Chicago "cows" were not Public Art, though if the concept had been presented entirely by one or several artists, they would have been.

Maybe we could have a dialogue about this here, and perhaps others might join us?
