pond screen getting plugged

In order to be allowed to stock my pond with fish, I have to have a 5/8 inch mesh screen on my pond drain. But every kind of screen I've come up with gets plugged and then the water starts to go over the dam.

My current situation is an 18 inch vertical culvert with a 90 degree elbow near the bottom of the pond that is pointed to the other side of the dam.

Paul on a 3" pvc drain pipe in the bottom of a tire tank, I use a 4 or 5 " lightweight piece on the outside (as in double). The 3 "drain pipe is a solid piece and the outside 4-5" piece I cut with a large drill bit holes in the bottom 1/3 of its height. The moss cannot get through the top, but water can get into the bottom of drilled piece. It will keep all types of trash out of the inside drain. You might make use of this type of installation. Hope this is a satisfactory explanation.
