Downloading Question

I've noticed that on the p2p that I'm using there is a file description box,and in it they have listed the bit rate.Could someone tell me if the bit rate is higher than the quality is better?also if the bit rate is higher then the file size is larger? I must also add the files that I'm talking about are ts-(does that mean taped screen).I downloaded one movie and I swear it must be a true screener the quality was real good (bitrate-1216) Thanks in advance Ed O'Neill
