I followed the instructions on vcdhelp.com on how to burn vcd's with nero. when it starts to write I get the messages"Recorder function not supported,"Could not perform start of disc at once", and "burn process failed at 4x(600kbs)please someone help.

You may not have a fast enough machine. Try this:

Burn an IMAGE TO YOUR HARD DRIVE. Then burn that to your CD writer.

Hint: Nero has to recompress the MPEG1 video stream to make it into a VCD DAT stream
