Skimming debris from private lake

In our private lake neighborhood, we have a problem collecting the debris from the water that flows in through the storm drains. That debris (plus leaves and pine needles) floats from dead space to dead space until the wind picks it up and moves it either to one end or another of our canal system where it is then tediously raked and bagged. The problem is that most of the time the debris is out in the middle of the water or another less inaccessible location for removal. Have anyone come up with a solution for hauling this debris to a removal location using a boat with a trolling motor? Some type of skimming apparatus for pushing it to the spillway? Any ideas would be appreciated.
