It may be worth checking the phone book to see what exchanges are in your local calling area if you have a number of options. Can't imagine Rochester is that far in the dark ages. Probably just not alot of connections available so you'd have to keep redialing until you get something decent. I had that problem in the Boston area. It wasn't uncommon to spend 40min or so hitting redial. :-(
