Connect your cassette deck's line-out to sound card's line-in. Then use your sound recording application to record and save as 16bit, 44KHz, Stereo sound. Finally burn the fils (either *.wav or *.aiff) to make an Audio-CD.

If you're having trouble getting sound, check the windows "Volume Control" program (usually under Accessories). to make sure that the Line In is not muted and volume turned up. Check Options/Properties and look at Recording and Playback level settings.
