Developing a cultural competence standard for an organization

I am doing a project on how to assure cultural competency within an organization and would like any input you have. I feel that it is important to assess each case individually rather than have everyone try to know every detail about each culture. Organizations have trouble with defining cultural competence and therefore, are unable to implement and evaluate performance.
