I noticed that frame serving video in Premiere timeline using Avisynth degrade the mpg encoded quality when I encode this frameserver file (.AVS) via Tmpg.

What did I do wrong ? Or is it just my imagination ?

You can compare by exporting a portion of the timeline to an AVI file, shutting down Premiere, then encoding that AVI file as usual with TMPGenc. AVISynth IS just a framserver program and has nothing to do with TMPGenc encoding quality or lack of it.
