DVD-ROM and CD-ROM drives are completely different physical standards. It is impossible for a CD-ROM to read a DVD-ROM, because it doesn't incorporate the necessary hardware (primarily a more accurate laser system) to manage the feat. Most DVD-ROM are capable of reading CD-ROMs however.

I suspect you may be asking how to copy a DVD-ROM if you only have a CD-ROM/CD-R/CD-RW type drive. Sorry, it cannot be done. You may be able to download DVD-ROM content if you have a fast internet connection.

Otherwise, you'll just have to get a DVD-ROM drive for your PC. A decent one should be rather affordable, under $70 for a Pioneer 16x or whatever DVD-ROM. You can then find further instructions at http://www.vcdhelp.com/dvdripping.htm if that is what you need.
