Are reparations due?

Should the United States pay reparations for families in Afghanistan that were collateral damage of Operation Enduring Freedom?

I raised this question because I wanted to see some of your opinions including Mr. Solowey's. This topic came to thought as I heard of a woman in the US who is trying to raise funds for families in Afghanistan who losed innocent family members in the war on terrorism by american mishaps, on CNN.

I definitely think reparations are due to Afghanis who had family members injured or killed during our military campaign in Afghanistan. I was watch Bill Moyers' show NOW last night on WNET-13 and they had a story of an Afghani-American who went back to Afghanistan to check on the condition of relatives who were still there. Nineteen of her relatives were killed in a village just outside of Kandahar. They were not Taliban or Al Quaeda people. It was a complete foul-up in American operations in this bombing of this village.
