EOS3 in P mode with flash on!

I recently bought my new EOS3 and got few questions about its operations in P mode and flash...

1. When I use my camera in P mode I understand that I can select different sets of exposure combinations by using the main dial and the same is not possible when a flash attached to it and it is on. Is it true? Another behaviour that I noticed in P mode along with flash is that the cameras exposure meter allways sets the exposure to 60 and f/4(in low light). And the pointer which shows the exposure level allways will be at the bottom level showing underexposure of ambient light. If I focus to a bright light area like an electric bulb then the pointer moves up and shows less under exposure, but still do not go to the center. When I turn my dial which is on the back side of the camera at this point it changes the aperture and moves the pointer towards the center but not completely. If I switch off the flash then it works properly. Is it a problem? Is it because of the less ambient light that is present in the low light situation? Why is it allways setting the shutter speed to 60?

2. Will I get full flash in all modes(M,Av,Tv,P,DEP) if I use the CF to disable the automatic fill flash reduction? Otherwise I think the camera uses full flash only in P mode. Am I right? I have a 420EX and I used to get good results with my old Rebel 2000. But with my new EOS3, flash pictures are not upto my expectations.

1) Your camera is working just the way that Canon designed in.

2a) Yes.

2b) No, you are not right. Auto fill flash reduction only kicks in at higher light levels. EV 10 and above.
