Not able to burn entire (mpg) video file

Have a Buslink 16x:10x:40 with a nero burning ROM. I have downloaded mpg files and attempted to burn them onto a CD-R, and haven't been able to get the entire file to burn onto the CD-R. For example, with a file that is supposed to have a length of 15 min. only 0:28.71 seconds has actually been transferred to the disk. I understand that Nero has an encoder that I can purchase from their website, but hope that there is another way to take care of this dilemma. Any tips on creating my own VCD's would be greatly appreciated as I have had no problem in burning audio CDs.

Don't use Nero to encode. The suggestion to use TMPGenc is an excellent one. Not only is TMPGenc free, it's a better encoder than Nero's. Please check out www.vcdhelp.com. They have lots of guides to making VCDs and using TMPGenc to encode your video.
