I'm not sure if your question is in regards to pre- or post- fabrication, I will assume you are asking about pre-fabrication. Tubing and Pipe are generally made from coil stock that is formed into the shape desired by roll-forming style tooling on a tube mill. The internal weld beads are removed by a cutting knife mounted on an arm that extends into the tube being formed. The cutting knife itself is mounted just beyond the welding operation, and it is simply scraping the material off (it comes off in a long string generally, which leaves little material inside the tube that has to be cleaned out). You then purchase material that is standard (weld seam has a burr) or "scarfed" (no internal burr).
