What is the N.S.C.W. (circa 1900) in San Francisco?

Sirs; Thank so much for your recent help. I have another nick-nack that begs identification. It's a medal of some kind. It bears the state seal, and at the top reads "San Francisco" . Around the state seal are the words "Semi- N.S.G.W. centennial Sep. 9 1900" on the back it reads "Adopted by joint comm.(sic) N.S.C.W." Thanks again.
