Check www.vcdhelp.com. They have a list of what converts between what formats. I'm not aware of anything that's free that can generate RM format. You do realize that RM is probably the worst possible format to store video in, don't you? It's lossy (you could say it's lousy too) as it will drop frames if it needs to. It has low resolutions, jerky motion. You may have valid reasons for wanting to use RM, but don't do it if you think that you are going to get some kind of high quality output, because you won't.
