Does public art benefit the public?

I am currently trying to write an essay, the question is Does public art BENEFIT the public? What do you think?

of course public art benefits the community, the public, by enhancing the experience, whether it is a walk in the park or an entryway into a city. Our minds are so overloaded with advertising/marketing that public art is a welcome change. It enables people to think outisde of the box and to open up disucssion - which might be somewhat controversial- with others whom they otherwise may not speak to.
