San Francisco Officials to Re-Canvass 2000 Elections After Probe Finds 'very Unusual' Results By Margie Mason Associated Press Writer Published: Nov 21, 2001 SAN FRANCISCO (AP) - A six-month probe of the city's November 2000 elections found "very unusual" discrepancies that could affect the results of ballot measures and at least one race, Secretary of State Bill Jones said Wednesday. City officials said they would re-canvass all ballots from that election and the December runoff. In 21 city precincts, there was an average 8.8 percent difference between the number of ballots the city reported and the number found by the state probe. In one precinct, the city logged 569 votes, but the review counted 768 ballots. "The size of the number of discrepancies is very concerning and highly unusual," Jones said. It was unclear whether the discrepancies resulted from fraud or gross error, hes said. Some city officials said a re-canvass will not change the results of the election, while others warned the city could face lawsuits from candidates claiming they won their races. "In an effort to gain credibility back at the Department of Elections, I feel this is a task we must undertake," said Tammy Haygood, city director of elections. A re-canvass reviews how many total ballots were undercounted or overcounted; a recount tallies how many votes each candidate received. The state probe was prompted by a former city election official who accused the Department of Elections of miscounting votes and misusing funds. The city has a history of troubled elections. The secretary of state's office has intervened or assisted the city in six of the past seven elections. This month's election was criticized after absentee ballots mailed on Election Day were taken to an alternative site because of concerns over anthrax. Jones said Wednesday he backed that decision.
