Where in the U.S. are you allowed to park an elephant on the street, as long as you pay the parking meter?

I read that one so long ago I cannot remember if it was Akron or Nashville; the ordance was to help the city revneue to pay for the extra police overtime when the circus was in town somewhere in the 1930's.

A law in Florida states:

"If an elephant is left tied to a parking meter, the parking fee has to be paid just as it would for a vehicle."
