I had recently bought a real life murderer confession VCD. The face of the victim/muderer is always 'hidden' with 'boxes', i.e. distorted on purpose so that viewer cannot recognize them. Is there anyway to restore the image?

In a one word answer... No.

This is due to digital image (cause this is what it is now), being randomly blurred. It's the same way that voice is scrambled, you can never change it back to it's original sound wave, as there are too many variables, and it just won't work.
