Ticket touts hold Wembley's future

I was pleased to read in the Observer that the Wembley project is unlikely to go ahead. However, the reasons puzzle me. There are many good reasons not to go ahead such as:

The fans have showed they support taking the England games around the country and the cup finals have had excellent atmospheres at Cardiff.

The England players play better away from Wembley.

It’ll cost a fortune in times when some of the FA’s affiliated clubs such as Swansea are under threat of going out of business.

However, the reason was that Sports marketing company IMG may not be able to raise the £30m needed by the FA to obtain the rights to sell 15000 of the best tickets at premium prices to fans.

Could anyone tell me the difference between a sports marketing company and a ticket tout?

Isn’t there rules to stop FA members selling tickets to ticket touts?
