The enviro police (nothing 'mental' about these people) caught me. I had a reasonable and safe system for one person. Of course, such a system is totally unacceptable. Now I have spent a lot of money, torn up a lot of environment, and have a 800 gallon capcity to do my best with.

Being one of the worst kind of bureaucrat myself, I have watched the government way over-emphasize the exception while pretty much ignoring the norm. Common sense, if it is not extinct, is certainly endangered.
