Yep, they're saying that naturally-occurring anthrax is treated with penicillin and manufactured anthrax is treated with ciprofloxin. The current victim is being treated with penicillin and the bacillus is responding appropriately. The first victim was also treated with penicillin but by the time he was diagnosed, it was too late. This new guy hasn't even developed symptoms of the disease yet--and may not have, because you need to inhale a certain number of spores.

Yep--also his age may count against him, I'd say; he's 78. He was, apparently, hospitalized not long ago for pneumonia, but the symptoms were unconnected, they say.
