It's very simple. The British understand the horrors of terrorism and wouldn't balk at such tought talk--which is really a message for the Taliban and bin Laden. If Bush had said the same thing, the peaceniks would have skewered him and he doesn't have time to deal with it. It was staged, I'm sure, and I agree with the way it was done.
