What are the important aspects of the situation confronting Sandra Lee on her arrival at South Heights?

School and teachers have sunk into apathy. Openly hostile and confrontational staff. School is dismal and uninspired. Parents seem to be unable to help their children be successful at school. Children from poor families. Nutrition a problem. Theft a problem in the school. School board sees an aging school with multiple problems and very little else. Dumping ground for bad teachers.
