yes, there is a difference.

They have to be activated, [called to service] and then they are deployed.

With the exception of the ships around New York and the Enterprise in the middle east, there has been no military activities changed or reported as yet showing preparation for attack.

That is not to say things are not being done. I am sure there are, but they MUST keep a lid on things, else the targets will get wind of it and be prepared.

It means they should be ready to go at any time, so they need to start packing the extra set of underwear.
