From a recent article in IT Week:

Staff using the Internet at work for personal matters could be costing UK industry £9.6 billion a year, according to Net traffic monitoring firm Websense.

The figure is based on 44 percent of workers spending an average of three hours a week surfing the Internet for non-work reasons.

Websense said that the figure does not include bandwidth, storage and human resources costs, but rather represents a proportion of employee salaries.

Websense added that many firms still do not have policies to govern the use of email and the Internet at work.

Masons suggested that personal use of the Internet should be permitted, but only when it does not interfere with the performance of duties and does not take priority over work responsibilities. They suggested that companies should be as open about monitoring as possible, and that when does monitoring takes place, it should be automated if possible.

Before the internet, there was the water cooler, going outside for smoke, the ladies/men's room, daydreaming, writing letters, doing personal bills/banking, etc. Meaning...if people are going to waste time, they'll find a way to waste time. As long as the work gets done, who really gives a flip? Companies should find more important things to worry about.
