Making VCD with Dazzle DVC

I read Doug's `How to make a good looking VCD using a Dazzle Capture Card' on www.vcdhelp.com. In Step 3, it says `For you nonstandard bitrate users (making a vcd with a higherbitrate then normal), NTI and nero, and video pack 4 allows this'. What is the encoding? Doesn't it encode it to standard VCD mpeg-1? If it does, is there any difference from the mpeg-1 directly captured with VCD template. If it is the same, why only `NTI and nero and video pack 4 allow this'?

As far as I'm aware VideoPack 4 is strict about accepting only fully- compliant White Book MPEG files.

I use Dazzle DVC (video CD template), capture the mpg and burn a VCD w/Easy CD 5 (VCD Creator). Good stuff.
