St James's Palace has denied that the Queen has "grudgingly" agreed to the marriage of Prince Charles and Camilla Parker Bowles.
An article in the Spectator magazine quotes an unnamed "well-informed Palace observer", saying she will let them wed after her Golden Jubilee.
The report, quoted in the Daily Mail and Daily Telegraph newspapers, also speculates that the couple are considering a civil ceremony to avoid problems with the Church of England.
According to the article by political journalist Peter Oborne, Mrs Parker Bowles will never become Queen.
It says the title of Princess of Wales has also been ruled out because it could seem insensitive to the memory of Princess Diana.
A St James's Palace spokesman said: "The position has not changed" and declined to comment further.
A Buckingham Palace spokesman added: "It is not the sort of speculation we would ever comment on."
