The PowerDVD software player can play DVDs, VCDs, MPEG videos and SVCDs (if you directly load the video file from the CD) among other things. It also has an option to do still captures from whatever it is playing. You could do it that way. You can find PowerDVD at www.gocyberlink.com. Another option might be to copy the entire video file off of the VCD and put it through some kind of editor and try to grab the frame that way. If you want to find a free way to do this, you could try using the TMPGenc program (www.tmpgenc.com) as your editor and try to grab the image that way. TMPGenc is slow, but the other options I told you about will cost you money to do. I rarely use TMPGenc, so I can't provide any guidance other than to suggest that it might be possible to do frame grabs that way. You could also go to www.doom9.net and see if he has any software available for free that can do frame grabs.

You play your video through any video playing software most of which have this frame capture ability. You can pause the play on a frame what you want to capture and press the capture button provide. It is simple as that.
