CHINA PLOTTED TO SWAY '96 VOTE: PANEL

By BRIAN BLOMQUIST

August 11, 2001 -- WASHINGTON - China had a secret plan to influence the 1996 election by funding sympathetic candidates, the Senate Intelligence Committee concluded in a report issued yesterday.

"The plan was an official People's Republic of China plan, and funds were made available for its implementation," said the Senate report.

For years, senators investigating fund-raising abuses in the 1996 election referred to a covert plan by China to influence the election, but never the intelligence information to back it up.

The Democratic National Committee returned more than $1 million in 1996 contributions to the Clinton-Gore campaign, much of it illegal money from Asians who then fled the country.

The committee report concluded China's primary focus was on Congress, but also included state and local races.

This brings to mind a radio show I heard one morning during the time that this China influence matter was in the news. Remember when there were statements being made that the Clinton people had accepted a lot of money from Chinese sources, and that China was involved in attempting to buy influence with contributions?

I think the show I heard was Immus In The Morning. Anyway, they were talking about this foreign money coming in and then played a "tape" which was allegedly (not really though) supposed to be an *official* statement from the Democratic side denying all charges. The tape went on for about 2-3 minutes and was a typical political double-talk sort of thing, like we have all heard from the past administration.

At the end of the tape there was a pause and then an announcer stated "The previous message was provided to you by the DNC, a wholly owned subsidiary of The People's Republic of China." Great item!
