I'd like to know exactly what a the format chapter on a VCD is (that is the low level technical details). I'd presume this would be in the White Book, but I don't have a copy of that handy.

I had thought that they would be index points in the CD's TOC. Another theory is they may be in one of the inscruitable files on the disc.

When I use Philips VCD Toolkit to make chapters, the VCD player reads the info from a file VCD creates when authoring (something like a .chp file or something similar). This file merely contains something similar to the following:

Scene 1 00:00:00:00 Scene 2 00:24:12:12 Scene 3 00:40:23:22

(etc)
