Does anyone know how many people from each heat qualify for the short course final? Is it based on place, or time behind winner?

I haven't seen how many groups there are, and perhpas the rules have changed. But, in the past it has usually been 10 runners from each group, and it's all on place within each group.

The real surprise though is that NN~^\ is over here, and not over there. I thought you were over there, NN~^\!!!

It was 15 from each group. In my group, you needed to be quite close to the winner to go to the final (less than 3 minutes I think).
