How to tell if the VCD is PAL or NTSC

I live in Canada and my TV is NTSC only. My DVD player has no hardware switch to set for playing DVD or VCDs in NTSC or PAL. It detects it automatically. All the DVDs I got from Canada has NTSC indicated on the box. However VCDs do not tell most of the time. I have bought VCDs that works fine on my player and others that produce black and white image and scrolling up continuousely (PAL format). I want to know what's th easiest way to tell if the VCD will output NTSC or PAL. Is there software that can help me to tell the format or even better convert the format from PAL to NTSC for me. I have CD writter to write the converted files.

easy, move .dat file in windows media player, select properties, and see... if your video is 352x288 at 25 frame rate - its PAL, if is 352x240 at 29.97 frame rate - it is NTSC standard
