CA starting to cut budget

Another state with ugly budget negotiations coming up. The first cuts are easy - wait til July and the legislature still won't have a balanced budget in time for the next fiscal year.

Not a word about how power purchases ate up half our yearly budget. Nothing about how we are going to pay for the measly $13 bil bond measure that is supposed to "cover" almost $50 bil in power contracts. Maybe the governor's "deal" with the utilities and generators will include a way to get out from under those contracts. However, a lot of the deal has to be passed by the legislature and they are acting balky.
