APS camera

why dont canon put more effort on developing APS camera? is the image quality not as good as their 135 counterparts?

The image itself is smaller than 35mm, so there's little reason for enthusiasts to use it. There's also a far more limited selection of film to choose from.

Actually Canon does have a good line of APS cameras. There are several very sucessfull ones going by the name ELF.

Camera & film makers have figured out that APS is best for very small point & shoot cameras. The small format & cassete design makes them ideal for snapshooters & allows the camera to be made quite tiny. Canon's SLR APS camras haven't sold well and neither has Minolta's or Nikon's, but their small point & shoot APS cameras do, so that's where they're going to put their money.

People who want the better options offered by SLR cameras usually also want the better quality offered by 35mm.
