The art of bidding for players

This is probably a daft question but the Johnson/Jeffers threads made think about this. Even allowing for much transfer business happening behind closed doors, why isn't there more haste by clubs getting in offers for players as soon as the season is over ? You've surely a fair idea who you want by the time the season ends and apart from summer internationals you're not going to get any more chances to scout whether a player is the kind you want. So why does so much transfer business appear to happen many many weeks after the end of the season ? Why not slap your bids in straight away, get permission to talk with the player asap and then you've every chance of persuading him to sign as they're unaware of other clubs that might potentially be in for them. Is it as simple as the rush not occurring until managers and boards are back from their summer hols ?

so how would it falling in the lap of chairmen explain the slow start i refer to? gets lost amongst all the wine stains and leftovers from their long lunches?
