Use a CD Burning program like Nero. When you choose to create a VideoCD, you just drag an MPEG file to the project and it creates the VCD for you.

I use Nero, it works great for SOME mpegs, but for those that do not meet up to specs (ie: 44000khz Audio) then only sound works, no video, is there a program to convert all your mpegs, into the exact format/compression needed?

I use NTI CD-Maker 2000. It accepts all MPEG1 format videos (even those pesky non-standard ones) as well as a half-dozen other formats. I prefer this to nero, as it allows for capturing at a higher framerate, which makes for a smoother end picture. I have yet to find any other software that does this.
