Who's trying to get into your computer?

My firewall has been coming up a lot lately, and it's Spring, Asia-Pacific Network, and something called RIPE. It's very annoying. Once you get the information on who is trying to break in to your computer, is there some way to e-mail them and tell them to knock it off, or report them to the FCC or something?

I think there is some way to report them, but I believe I read that unless you have actually been successfully attacked, nothing much will happen. Attempting to get in, or just "pinging" does not get investigated, unless you happen to complain at a time when they're bored to tears and have nothing better to do (GOOD LUCK there!). I think I got that info from the www.grc.com site, but I can't find it right now. There's too much stuff to wade through there. You can, if you want to!
