New Clinton Library Fund Suit Filed

LITTLE ROCK (AP) -- A resident of the Arkansas capital has sued for a second time trying to block the city's $15 million plan to buy riverfront land for the Clinton Presidential Library.

Nora Harris, whose first attempt to halt the project was rejected by the state Supreme Court, claims in a suit filed Monday that the city is illegally using general revenues to pay off a bond issue for the project. Bill Mann, chief deputy city attorney, said he hadn't seen the lawsuit and didn't want to comment.

In a split decision last month, state Supreme Court justices said Harris had only predicted that the city would have to use general tax revenues, not that the city had used the money.

The court invited her to raise the issue again if the city in fact mixed tax revenues with accounts used to make library bond payments. Harris's latest suit attempts to prove that.

The $200 million complex would be part of a years-old redevelopment effort that includes museums, a farmers market and the headquarters of the regional library system. Library organizers have set a 2004 opening date.
